Justice for Yuqi Luo and Hyun Sook Jeon: Statement on the downgraded charges

Vixen is deeply saddened and outraged at the recent plea deal that has allowed Xiaozheng Lin’s charge to be downgraded from murder to manslaughter, for his killings of Yuqi Luo and Hyun Sook Jeon in 2022.
The decision to downgrade Lin’s charge sends a troubling message: that the lives of sex workers, particularly those from marginalised communities, are not valued equally under the law. We consistently witness crimes against sex workers being minimised, perpetuating the idea that we are less deserving of justice and protection.
When prosecutors negotiate plea deals without involving victims or their loved ones, it raises serious concerns about whom the criminal-legal system is truly designed to serve. This lack of consideration undermines the trust that our communities have in legal processes. We cannot help but feel that cases involving sex workers are often treated with less seriousness than those involving non-sex workers, perpetuating a cycle of stigma, discrimination and neglect.
The brutal nature of these hate crimes targeted individuals from a marginalised community and has instilled fear and profound grief within the wider Asian-migrant sex worker community in Victoria. We live in a society that has repeatedly failed to respect or protect Asian-migrant sex workers—individuals who deserve justice and the right to feel safe in their workplaces, just like any other worker.
As we reflect on this heartbreaking event, we call upon the public and the criminal-legal system to treat all victims of crimes with dignity, and to ensure that criminal charges and sentencing are not dependent on the victim’s profession or background. We stand in solidarity with Yuqi and Hyun's loved ones and advocate for a future where all workers are safe, respected, and justly protected.
Vixen is collaborating with the Sex Worker Legal Program at Southside Justice to request a statement from the Office of Public Prosecutions outlining its reasons for accepting a plea to a lesser charge, despite the admissions made by Lin.
